اقوام متحدہ(محسن ظہیر سے ) پاکستان نے اقوام متحدہ کی امن کارروائیوں کو مزید مضبوط بنانے کی ضرورت پر زور دیتے ہوئے کہا ہے کہ ان کی اصلاحات کا مقصد ان کی کارکردگی اور موثر عمل درآمد کو بہتر بنانا ہونا چاہیے، نہ کہ اقوام متحدہ کے امن مشنز کے مینڈیٹ کو کمزور یا کھوکھلا کرنا۔ اقوام متحدہ کے سیکریٹری جنرل کی جانب سے اقوام متحدہ کی تمام اقسام کی امن کارروائیوں کے مستقبل کے جائزے پر بریفنگ کے دوران اقوام متحدہ میں پاکستان کے مستقل مندوب، سفیر عاصم افتخار احمد نے کہا کہ یہ جائزہ ایک ایسے اہم مرحلے پر سامنے آیا ہے جب تنازعات کی تعداد اور پیچیدگی میں اضافہ ہو رہا ہے، جبکہ اقوام متحدہ کو محدود ہوتے وسائل، بڑھتی ہوئی توقعات اور مسلسل اصلاحات کی ضرورت کا سامنا ہے۔
سفیر عاصم افتخار احمد نے کہا کہ اقوام متحدہ کی امن کاری کے طویل عرصے سے جاری اور نمایاں حامی کی حیثیت سے پاکستان امن کاری کو بین الاقوامی امن و سلامتی کے قیام اور تحفظ کے لیے اقوام متحدہ کا سب سے نمایاں اور اہم ذریعہ سمجھتا ہے۔
انہوں نے واضح کیا کہ امن کاری سیاسی عمل کا متبادل نہیں ہو سکتی، تاہم متعدد حالات میں اقوام متحدہ کی امن کارروائیوں نے جنگ بندی کی معاونت، شہریوں کے تحفظ اور نازک امن انتظامات کی نگرانی کے ذریعے ایسے حالات پیدا کیے ہیں جن میں سیاسی حل کی جانب پیش رفت ممکن ہوئی۔
رپورٹ میں امن سازی، تنازعات کی روک تھام اور تنازعات کے پرامن حل پر دی جانے والی اہمیت کا خیرمقدم کرتے ہوئے سفیر عاصم افتخار احمد نے کہا کہ یہ اصول اقوام متحدہ کے منشور کے باب ششم میں واضح طور پر موجود ہیں۔ انہوں نے زور دیا کہ امن کاری اور امن سازی کو ایک دوسرے کے معاون اور باہم تقویت دینے والے عناصر کے طور پر دیکھا جانا چاہیے۔
انہوں نے ان حالات میں، جہاں سیاسی عمل تعطل کا شکار ہو چکے ہیں، سیکریٹری جنرل کی مساعیِ خیر، سلامتی کونسل کی فعال شمولیت اور دیگر سفارتی کوششوں کو مزید فوری اور مو¿ثر انداز میں بروئے کار لانے پر زور دیا تاکہ امن اور سیاسی تصفیے کی جانب پیش رفت بحال کی جا سکے۔
رپورٹ کی سفارشات کے حوالے سے سفیر عاصم افتخار احمد نے زور دیا کہ انہیں بنیادی طور پر اقوام متحدہ کی کارروائیوں کو زیادہ مو¿ثر بنانے کے مقصد سے دیکھا جانا چاہیے اور ان کی ایسی من پسند تشریحات سے گریز کیا جانا چاہیے جو امن مشنز کے مینڈیٹ کو کمزور کریں۔
انہوں نے کہا، “معیار یہ نہیں ہونا چاہیے کہ مینڈیٹ کس طرح کم کیے جا سکتے ہیں، بلکہ یہ ہونا چاہیے کہ ان کی کارکردگی کیسے بہتر بنائی اور ان پر عمل درآمد کیسے مضبوط کیا جا سکتا ہے۔”
انہوں نے مزید زور دیا کہ “اصلاحات کا مقصد امن کارروائیوں کو مضبوط بنانا ہونا چاہیے، انہیں کھوکھلا کرنا نہیں۔” انہوں نے کہا کہ کارکردگی بہتر بنائی جانی چاہیے اور غیر ضروری تکرار کو کم کیا جانا چاہیے، تاہم اخراجات میں کمی کو اصلاحات کی بنیادی منطق نہیں بننا چاہیے۔ ان کے مطابق امن کاری عالمی سطح پر ایک اجتماعی مفاد ہے، جس کے لیے مناسب وسائل اور سلامتی کونسل سمیت اقوام متحدہ کی وسیع تر رکنیت کی مستقل سیاسی حمایت ضروری ہے۔
پاکستان کے مستقل مندوب نے مزید اجاگر کیا کہ اقوام متحدہ کی امن کارروائیاں ایک اجتماعی ذمہ داری ہیں، جن کے لیے سلامتی کونسل، جنرل اسمبلی اور اس کی C34، اقوام متحدہ کے سیکریٹریٹ، میزبان ممالک، فوجی و پولیس دستے فراہم کرنے والے ممالک اور دیگر متعلقہ فریقوں کے درمیان قریبی مشاورت اور مو¿ثر رابطہ و تعاون ضروری ہے۔
انہوں نے اقوام متحدہ کے امن دستوں کے خلاف جرائم پر جوابدہی کی اہمیت کو تسلیم کرنے پر رپورٹ کا خیرمقدم کیا، جس میں سلامتی کونسل کی قرارداد 2823 پر عمل درآمد بھی شامل ہے۔
Pakistan Calls for Stronger, More Effective UN Peace Operations
Reforms should Strengthen, Not Hollow Out UN Peacekeeping: Ambassador Asim Iftikhar Ahmad
United Nations, 27 August 2026: Pakistan has called for strengthening United Nations peace operations to ensure their effectiveness and implementation, stressing that reform must not result in weakening or hollowing out the mandates of UN peacekeeping missions.
Speaking at the UN Secretary-General’s briefing on the Review on the Future of All Forms of UN Peace Operations, Ambassador Asim Iftikhar Ahmad, Permanent Representative of Pakistan to the UN, said the review comes at a critical juncture, as conflicts become more numerous and complex while the United Nations faces shrinking resources, rising expectations and the need for continued reform.
Ambassador Asim Iftikhar Ahmad stated that, as a longstanding and leading supporter of UN peacekeeping, Pakistan considers peacekeeping to be the most visible and vital instrument available to the United Nations for maintaining international peace and security.
While emphasizing that peacekeeping cannot substitute for political processes, he noted that UN peace operations have, in many situations, created the conditions necessary for political solutions by supporting ceasefires, protecting civilians and monitoring fragile peace arrangements.
Welcoming the report’s emphasis on peacemaking, conflict prevention and the peaceful settlement of disputes, Ambassador Asim Iftikhar Ahmad said these principles are firmly anchored in Chapter VI of the UN Charter. He stressed that peacekeeping and peacemaking should be viewed as mutually reinforcing elements.
Referring to situations where political processes have stalled, he called for the Secretary-General’s good offices, proactive engagement by the Security Council and other diplomatic efforts to be deployed with greater urgency to restore political momentum towards peace and settlement.
Addressing the report’s recommendations, Ambassador Asim Iftikhar Ahmad emphasized that these should be considered primarily in the spirit of making UN action more effective and should not be selectively interpreted in ways that weaken the mandates of peace operations.
“The benchmark should not be how mandates can be reduced, but how their efficiency can be improved and their implementation strengthened,” he stressed.
He emphasized that “reform must strengthen peace operations, not hollow them out.” While efficiency should be enhanced and duplication reduced, cost-cutting should not become the central logic of reform. Peacekeeping, he emphasized, is a global public good that requires adequate resources and sustained political support from the Security Council and the wider UN membership.
The Pakistan Permanent Representative further highlighted that UN peace operations are a collective responsibility requiring close consultation and coordination among the Security Council, General Assembly and its C34, the UN Secretariat, host countries, troop- and police-contributing countries, and other relevant stakeholders.
He also welcomed the report’s recognition of the importance of accountability for crimes against UN peacekeepers, including through implementation of Security Council resolution 2823.
